NEW YORK (TheStreet) -- Petrobras Braseileiro (PBR) was falling -0.4% to $14.55 Monday on news that the company cut its workforce by 12.4% through a voluntary separation program.

The program, launched in January, offers an early retirement plan to employs. Petrobras said 8,298 employees agreed to be bought out, and 55% of them will leave the company in 2014.

Petrobras expects the program to save the company 13 billion Brazilian reais, about $5.85 billion, from 2014 to 2018. The company will write off 2.4 billion reais in the first quarter as a result of the program.

If I give the company the benefit of the doubt and assume the $7.5m of investments they made last quarter was a one time event, the cash burn then drops to under $4m per quarter. In March RVLT raised $5m from the issuance of shares priced at $1.17. The company is still in need of additional financing, and with the stock price up 400% in the last three months, it would be wise for them to issue shares right now. This increases the risk for investors dramatically right now.

The two retailers went in opposite directions September 10 after both made earnings-related announcements. Mr. Market felt Five Below's (Nasdaq:FIVE) news was good; Urban Outfitters (Nasdaq:URBN)--not so much. Is Mr. Market right? Is Five Below the better buy? Read on and I'll answer that question.

Down 10%

Urban Outfitters got sent to the penalty box losing 10.2% in a single day on eight times its average volume. The cause of such heavy volume? It announced September 9 that Q3 comps have been rising in the mid-single-digit range. Let's call it 4% to be on the conservative side.

What's wrong with that? Nothing��f you're Wal-Mart (NYSE:WMT). However, if you're a specialty retailer with three reasonably popular brands��rban Outfitters, Anthropologie and Free People��ou're supposed to be hitting double digits. Janney Montgomery Scott, Bloomberg reports, projected "high-single digit" comps (7-9%) last week for the third quarter.

So, a 300 basis point miss results int a $642-million market-cap haircut. You've got to be kidding me. Do you know what that means in terms of revenues and earnings? Using its Q2 numbers, comparable-store sales account for approximately 78% of its revenue increase with the rest from new stores open less than a year. Extrapolating from its Q3 2013 numbers (last year's third quarter), a 300 basis point miss translates into approximately $16 million less in revenue and $1.3 million less in net income. Hardly worth trashing almost three-quarters of a billion dollars in market cap. Especially when you consider that Urban Outfitters made no bold predictions about its Q3 comps in August when discussing its second-quarter earnings.

    Sales growth this last quarter was up only about 6%, but net income per share was up 21%. They pay a $0.60 dividend which gives them a dividend yield of 1.4%. Their cash flow yield is 4.6%, so they could easily raise their dividend. They are by far the leader in a very fragmented industry. I believe both [Vitamin Shoppe (NYSE: VSI  ) ] and GNC will do well and I think they may make a fair pairing in a portfolio. Stability versus growth.

    They do have $1.1 billion in debt. But they generate about $200 million in cash flow a year and they have $174 million in cash, so that shouldn't be a problem. Their cash flow is very high, so in my opinion, is reason enough to believe they will beat the S&P 500 over the next ten years.

    I don�� think this was on Barnes & Noble�� (BKS) Christmas list. The SEC is investigating the book seller�� accounting, including its recent decision to restate earnings for the 2011 and 2012 fiscal years, according to regulatory filings. The Wall Street Journal has the story.

    Barnes & Noble said it was notified by the SEC on Oct. 16 that the commission had started an investigation into the company’s restatement of earnings, announced on July 29. On that day, Barnes & Noble said in a filing that it had restated its previous financial statements for the years ending April 28, 2012, and April 30, 2011, “in order to correct previously reported amounts.”

    The company said it had “incorrectly overstated certain accruals for the periods prior to April 27, 2013,” related to its distribution center.

    Additionally, in a filing on Thursday, the company said that after a review of deferred tax assets and liabilities, it had “concluded” that a deferred tax liability should be reversed.

    The bookseller said it is cooperating with the SEC investigation. A Barnes & Noble spokeswoman declined further comment. A spokesman for the SEC also declined to comment.

    The news pounded a stock on what is otherwise a big day for equity markets. At $15.15, Barnes & Noble fell 7.6%.
